NOTICE is hereby given that the Oregon Park District is soliciting sealed bids from prospective Bidders for improvements at Park West and Hawk Prairie.
Park West is located south of West Oregon Trail Road and west of 14th Street in Oregon, IL. Hawk Prairie is located just south of Park West and borders Hawk Drive along its northern boundary.
Bidders to supply and deliver materials, equipment, labor, and services necessary to construct the following: a wooden boardwalk at Hawk Prairie, asphalt trails, a cast-in-place and pre-cast concrete skatepark, a splash pad play area, naturalized swales, interpretive signage and other features as shown and specified in the contract documents.
The tasks required will include, but are not limited to: vegetation removal, site preparation and temporary fencing, earthwork and finished grading, plumbing, electrical, cast-in-place concrete slab and wall construction, hot-mixed asphalt paving, landscaping, timber pile construction, exterior rough carpentry, and fabrication of specialty park equipment.

Plans, specifications and official forms are available at the Oregon Park District administrative offices at 304 South Fifth Street, Oregon, IL 61061, Monday through Friday between the hours of 8:30 a.m. and 4:30 p.m.

A pre-bid meeting will be held on Thursday, March 3rd at 1:00 p.m. at the Oregon Park District Administration Building, 304 South 5th Street, Oregon, IL 61061. Attendance at the pre-bid meeting will not be mandatory for bidders.
Sealed bids will be received until Tuesday, March 22nd at 3:00 p.m. at the Oregon Park District Administration Building, 304 South 5th Street, Oregon, IL 61061. Three (3) complete sets of the bid forms including one (1) original signature set are to be signed and submitted. Bids received after this date and time, or in a format which is different from that described in this solicitation, will not be accepted. The Oregon Park District reserves the unrestricted right to reject any or all bids received, to waive or not to waive any informality, or to accept the bid considered to be in the best interest of the Park District. Bids may be held by The Oregon Park District for a period of not to exceed thirty (30) days from the date of the opening of bids for the purpose of review and investigation.
Contractor shall not pay less than the prevailing rates of wages to all laborers, workmen, and mechanics performing work under this contract, and shall comply with the requirements of the IL Wages of Employees on Public Works Act (820 ILCS 130/1-12).
This project is being financed, in part, with funds made available from the State of Illinois Department of Natural Resources “Open Space Land Acquisition and Development (OSLAD) grant program. The local sponsor shall encourage 1) minority business firms to submit bids on the approved project, and 2) successful contract bidders to utilize minority businesses as sub-contractors for supplies, equipment, services and construction.
